ci.apache.org serf builds

Hi All,

ci.apache.org (buildbot 0.8) is going away very soon now, in favour of ci2.apache.org (buildbot 3.2) 

The current serf.conf is currently failing the config test, due to an upstream change, rather than fix I have disabled your serf.conf file . The current jobs are built rarely (2 from March and 1 from September was the last time these ran,)

I would like to ask that you create an INFRA Jira ticket to have Infra migrate the config over to our newer instance if you still find these useful.

Thanks for the warning Gavin.

Disabling the serf (trunk) build when it is failing seems like it is the
best choice right now. If the project picks up steam again and we want to
use the ASF build infra we will let you know.
