[CANCEL] [VOTE] Release of Apache Falcon 0.7 RC1

Hello everyone,

Thank you for verifying the release. I am cancelling the vote as there are
some minor license and test nits which I would like to address so that the
project builds for everyone.

I will address these issues and prepare a fresh release candidate. Thank
you for your time and understanding.
