[PR] docs: clarify cancellation safety guarantees [asyncband]

- document cancellation behavior for condition-variable predicate waits
- document pool acquisition and replenishment behavior when their futures are cancelled
- clarify that dropping a `WaitGroup` observer does not affect the worker count or other observers
