How do we allow ACL on Layer 4 Protocols in CloudStack

I referred to the feature at https://issues.apache.org/jira/browse/CLOUDSTACK-760 . May I know how does this feature work on CloudStack. May I know where can I find the Functional Specification for this feature to understand how this feature works,

As far as the UI support is concerned for this , I am still waiting for Kishan to check in his backend code . Once that is done , you would be able to allow ACL on layer 4 protocols from the UI itself.
