   PIPenv should be used to install Airflow. It misses crucial features and until it supports constraints, you should use 'pip'' and constraints to install airflow. 
   
   See https://airflow.apache.org/docs/apache-airflow/stable/installation.html#installation-tools where it is explicitly stated that pip-tools.shoild not be used (unless you make use of pip constraints).
