We need to reset the count_map_ in the content_repo as otherwise we would have to distinguish between a fresh restart and a reload and we cannot do that based on the ResourceClaim::getStreamCount. 

The processors might immediately start executing event before the thread_pool_.start() in the FlowController::start(). (FlowController::load starts the thread_pool_) Thus we have to reset the contentRepo before the scheduling happens, otherwise we might discard live claims.
