> While debugging HBASE-11591 it was found that we in case of bulk load either thro TSV and by using LoadIncrementalHFiles we should be able to use the HFileOutputFormat2 so that the the metadata BULKLOAD_TIME_KEY is added to the HFile.  If not this file will not be considered as part of bulk load and we end up in not reading from these files.
