[jira] [Created] (YUNIKORN-1264) Refactor asks and allocations to use consistent locking

Craig Condit created YUNIKORN-1264:
--------------------------------------

Summary: Refactor asks and allocations to use consistent locking
                 Key: YUNIKORN-1264
                 URL: https://issues.apache.org/jira/browse/YUNIKORN-1264
             Project: Apache YuniKorn
          Issue Type: Improvement
          Components: core - scheduler
            Reporter: Craig Condit
            Assignee: Craig Condit

In the core scheduler, the ask and allocation objects use inconsistent locking / access patterns. These should be refactored to use strong encapsulation (getters for read/only, getters/setters for mutable values using locks).
