The version gating added in CASSANDRA-11360 to this test isn't quite sufficient, as the order of the {{UP}} and {{NEW_NODE}} notifications isn't guaranteed. 
I've opened a [dtest pull request|https://github.com/riptano/cassandra-dtest/pull/1336] with a fix. 

N.B. the {{NEW_NODE}} notification is erroneous, and was fixed for 2.2+ in CASSANDRA-11038
