   That is the idea @PaulAngus.
   
   Quite a corner case that this global settings will help with; thus, leaving it disabled (false) by default. However, this commit turns out to be very handy in specific situations such as disabled resources (luster, pod or zone)that will be deprecated but still need System VMs.
