NetBeans 11 release. AWESome

Congratulations to the team for the release of Apache NetBeans 11.0

I have a small issue to show (I dont know if there might be a Jira already
for this)
1. I just downloaded it,
2. Started it with a clean user and cache dir
3. opened Tools|Plugins
4. Clicked check for Newest
5. A balloon pops up on the status bar saying NetBeans IDE 9.0 is available.
