That Daffodil release process uses a Fedora 31 rpm, which configures rpmbuild to use zstd compression by default, rather than the usual xz compression.

Unfortunately, older versions of rpm, like those that are installed for RHEL7 do not appear to support zstd compression. So you cannot install our rpms old older OSs. We should configure our build system to always use xz compression to support older systems.
