   ## What changes were proposed in this pull request?
   
   This adds an interface for catalog plugins that exposes namespace operations:
   * `listNamespaces`
   * `namespaceExists`
   * `loadNamespaceMetadata`
   * `createNamespace`
   * `alterNamespace`
   * `dropNamespace`
   
   ## How was this patch tested?
   
   API only. Existing tests for regressions.
