[I] [Bug] [Resource center]File management can not upload ".jar" file [dolphinscheduler]

dzygoon opened a new issue, #15477:
URL: https://github.com/apache/dolphinscheduler/issues/15477

   ### Search before asking

   - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar issues.

   ### What happened

I deployed a pseudo-cluster on a remote server,When I visit the Resource Center File management page,I found that I could not upload the jar file,But you can upload other files, such as sh files, tar files, zip files...
It should be noted that my access to the remote server is, is the need to mount VPN access.
I check the api-server service backend and find the error log as follows:
   ![image](https://github.com/apache/dolphinscheduler/assets/96854451/0ab70100-e3e7-489c-9b4b-907d71bc55e4)

   ### What you expected to happen

   Why is that?
   Fix it.

   ### How to reproduce

deployed a pseudo-cluster on a remote server and used VPN access resource center(web).

   ### Anything else

I suspected that it was a file problem, so I tried other jar files and found that I couldn't upload them either.
Again, I suspected the file size, so I used a very small jar package, about 500KB, but it couldn't be uploaded either.
Later, I suspected that the problem was my local file system, so I changed the storage mode from local to hdfs, but still couldn't upload, and the error message was as above.

   ### Version

   3.1.x

   ### Are you willing to submit PR?

   - [ ] Yes I am willing to submit a PR!

   ### Code of Conduct

   - [X] I agree to follow this project's [Code of Conduct](https://www.apache.org/foundation/policies/conduct)

I've pinpointed the real cause of the problem,Because I used a VPN to access the page,This will cause the jar file to not be uploaded properly.
When I use a fortress machine, I don't have this problem.
But I still don't understand why.
