[NOTIFICATION] Repo skywalking-goapi created

HI dev team

To make the go-ecosystem development easier, I created skywalking-goapi[1]
repo, due to +高洪涛@skywalking <ha...@apache.org> +kezhenxu94
<ke...@apache.org> 's requests.
This repo is a pure generation-code in go, the original definition files
are from data-collect-protocol[2] and query-protocol[3].
It should use the SHA code to reference the target repos and host their
generated codes.
