Current spring 4.0/4.1 bundles have an import range of

{code}
org.apache.commons.logging;version="[1.1.3,2)"
{code}

This is a request with a patch to move lower boundary to 1.1.1

org.apache.commons.logging;version="[1.1.1,2)"
{code}

Also minor cleanup in the poms to allow build from root level.
