PIcasso ClientPropertyPersistenceStrategy custom data encoder

Could ClientPropertyPersistenceStrategy provide a get/set method for the 
data encoder or make the c'tor taking the data encoder protected or 
public rather than package-private?

i just want to provide a different encoder but you can't pass one up 
from a subclass c'tor and there is no setter method.
