Currently, smoke tests for Alluxio and Kibana with Debian 9 and 10 are failing on Jenkins due to the lack of the ps command.

So we have to ensure the procps package is installed on Debian 9/10, [just as Fedora does|https://github.com/apache/bigtop/blob/release-1.4.0/bigtop_toolchain/bin/puppetize.sh#L27].
