Reverting PR4153 - Groovy debugger in a separate module?

Hi,

We currently have a high priority issue for NB15 caused by PR4153 -
Groovy debugger in a separate module. This causes multiple breakpoints
to be created if the Groovy cluster is enabled.

Laszlo has proposed changes which fix the issue in Java files, but
Groovy files still appear to be affected.

Despite multiple requests for review of the issue and the potential
fix, this is now holding up the release process.  We may need to
consider reverting the original PR for NB15 and then reconsidering in
the NB16 timeframe.  This change has not been in an IDE release
(although it is presumably in the last VSCode release).
