This PDF/A-1b file validates fine with PDF-Tools ( https://www.pdf-online.com/osa/validate.aspx ) and with VeraPDF ( http://verapdf.org/software/ ). I don't have Adobe Preflight.

I don't get your point. You haven't attached a file. I don't know what you want me to do.
