   This RFC proposes moving OpenDAL's HTTP transport abstraction out of `raw`, renaming the public concept to `HttpTransport` / `HttpTransporter`, and moving the default reqwest implementation into a separate `opendal-http-transport-reqwest` crate.
   
   The goal is to keep `opendal-core` independent from reqwest while preserving the default facade experience through `opendal::install_default()`.

   This PR adds a new RFC document and includes it in the RFC docs module.
   
   # Are there any user-facing changes?
   
   No runtime changes in this PR. The RFC proposes future breaking raw API and public API changes.
