Scriplets: Bug or undocumented feature??

Hi All,

I have following question. On the jsp page I am using scriplets in following
situations:
    <bean:message key="<%=reload_param%>" />
and:
    <html:select property="class_arg"
onchange="javascript:refreshThisWindow('<%=reload_param%>');" >
	<html:options name="terminalClassesDetailsForm" property="classList"
/> 
    </html:select>

In the first case the label_key variable is evaluated and on in html output
there is expected text. In the latter case Iam getting:
<select name="class_arg"
onchange="javascript:refreshThisWindow('<%=reload_param %>');" class="form">

Why is that so?? What is the difference between these 2 scriplets??
