   ### Motivation
   
   The default for `ConcurrentLongHashMap` is to use 16 sections for more lock granularity. This is not needed in the context of the ledger handles cache since this is mostly a read-only map. 
   
   Reducing the sections will reduce the amount of objects and mem used per topic.
