nutch plugin command question

I tried to use my own plugin with the following command

bin/nutch plugin analysis-zh org.apache.nutch.analysis.zh.ChineseAnalyzer

but it says that Plugin 'analysis-zh' not present or inactive.

I already add analysis-zh to nutch-site.xml and recompile the package.

Do I need to do something else in order to use nutch plugin command?
