   In the interests of further removing circular dependencies, give ownership of `content.json` and a tarball for Nginx to this repository.  When this is done, everthing needed by OpenWhisk nginx to copy all CLI binaries to support local (inside-the-firewall) downloads of the CLI will be present in a single tarball.  What that means, in turn, is that the 'incubator-openwhisk' ansible scripts will no longer have to keep a list of supported architectures, and architectures can be added to the CLI simply by updating `content.json` in this archive.
   
   This change should be backward compatible to the existing implementation and is a next step in decoupling the build architectues.  @rabbah @csantanapr @dgrove-oss @houshengbo
