[Bug 3925] DNS startup tests are not following expected behaviour

I changed the subject of this ticket to reflect what I feel is an acceptable 
workaround.

If SA were performing 3 lookups during startup, having the akamai.com failure 
would not be such a problem.

SpamAssassin::Conf docs says:
SpamAssassin includes a default set of 13 servers, among which 3 are picked 
randomly.

How are those "3" used?  It appears only 1 is used and once it fails, causes 
dns tests to be disabled.
