   The list of packages in breeze for building docs have been built by scanning the "docs" folder - but the content of it was somewhat depending on which folders were available there - and they could have been generated / added locally by independently developed PRs and left-over.
   
   This PR solves it by replacing the source of packages to be provider_dependencies.json (+ few hard-coded packages).
   
   This will make build-docs only rely on committed sources.
