What video resolution are you using? (I suspect huge video can consume all you bandwidth)
Can you retest with same video from presenter and no audio from listeners?
There are {{mic.rate, mic.echo.cancellation, mic.noise.suppression}} https://openmeetings.apache.org/GeneralConfiguration.html
settings you can try to reduce the rate
Not sure if it will help :(
