FYI, new release in progress

I've got everything in a state for a new release; its ongoing.

I'm also in the process of updating the release process docs in the
svn-managed site docs. the file site/trunk/content/developing/releasing.md
is the not-yet-complete doc of the new process; I've moved the old one to
the side at  site/trunk/content/developing/releasing_process_v1.md
