The CXF projects "Issue Type Scheme" should be changed to "Apache Default Issue Type Scheme".
Information from Jason Dillon:
The default issue type scheme contains all issue types... and can not
be changed. The apache default issue type scheme contains the
default set of issue types... bug, improvement, task, new feature,
test, wish, sub-task.
Projects should probably use the apache defaults, so they don't end
up showing issue types like new JIRA project and RTC, which are only
for a few projects. Also, when new issue types are added, they
always end up in the system default, so if you are using that for
your project you might start seeing new issue types... or some might
go away as the system, is configured.
I recommend that no project should use the system default... always
use the apache default, or a custom scheme.
