Most upgrades should be transparent. For a work area:
   # svn update ./

For a server, just backup the directory, upgrade the server, and use.

Did you have a specific question? Any release that made upgrade to not
transparent would probably be released with a much more significant
version change; such as 1.4.3 to 1.5.0.
