Added and implemented 2 new APIs in HTableInterface -
double incrementColumnValue(byte[] row, byte[] family, byte[] qualifier,
double amount) throws IOException;
and
double incrementColumnValue(byte[] row, byte[] family, byte[] qualifier,
double amount, boolean writeToWAL) throws IOException;
