   Add metric and then use it in the HalfClosed*IT's to confirm that minc's are failing before making corrections that allow the minc's to complete successfully. Based on [this](https://github.com/apache/accumulo/pull/3677#issuecomment-1675257235) comment.

   A similar metric for major compaction failures would also be useful.
