Unable to load turbine class?

Can anybody tell me what is happening,

I have 2 webapps running.  I have changed and rebuilt one of those
application, when I restart the servlet and request the login form I get the
error message;

unable to load class org.apache.turbine.turbine or a class it depends upon.

I had not changed the other application which now also does not load and am
lost as to whats happened.
