we should do something a little more funky with the homepage doctype so that it
becomes obvious that it is indeed different from the XHTML doctype (some layout
stuff maybe...).
i never really figured why we have it at all...

yeah.
i'm closing this now, but we should eventually ditch this module... it implies
there are publication-local modules with limited scope, but we can't really do
that. or maybe it just needs to be documented.

IIRC it was meant as a simple example that multiple resource types per
publication are supported.
