[DISCUSS] OODT Graduation to TLP

Hi Guys,

OK, so I figured I'd go ahead and start this thread. It seems to me that
we've achieved that we needed to in the Incubator and are ready to take that
next step. We've VOTE'd in new committers (e.g., see [1] and [2]). We've
just finished (or are in the process of finishing) our first release [3].
We've stood up a community that includes committers and PPMC members from 5+
different organizations (NASA JPL, Children's Hospital Los Angeles, USC,
Project WBS, AOL). We've ported our code to the ASLv2 and associated license
headers. And we've made a great website [4].

I'd like to propose the following below board resolution to move OODT to TLP
status. Comments are most definitely welcome. I'll happily volunteer to be
OODT VP to the board at the present time, with the goal of taking a look at
it again in +1 years to see where we're at. We'll discuss this this for a
few days then I'd like to call a VOTE thread by the end of this week. If it
passes here in OODT-ville, I'll then move the VOTE thread to
general@incubator.a.o. If all goes well there, we can add the below
resolution (+ any mods) to the board's next meeting on November 17th.

=================================
      Establish the Apache OODT Project

      WHEREAS, the Board of Directors deems it to be in the best
      interests of the Foundation and consistent with the
      Foundation's purpose to establish a Project Management
      Committee charged with the creation and maintenance of
      open-source software related to the construction of scientific,
      data management systems for distribution at no charge to the public.

      NOW, THEREFORE, BE IT RESOLVED, that a Project Management
      Committee (PMC), to be known as the "Apache OODT Project",
      be and hereby is established pursuant to Bylaws of the
      Foundation; and be it further

      RESOLVED, that the Apache OODT Project be and hereby is
      responsible for the creation and maintenance of software
      related to the construction of scientific, data management
      systems; and be it further

      RESOLVED, that the office of "Vice President, Apache OODT" be
      and hereby is created, the person holding such office to
      serve at the direction of the Board of Directors as the chair
      of the Apache OODT Project, and to have primary responsibility
      for management of the projects within the scope of
      responsibility of the Apache OODT Project; and be it further

      RESOLVED, that the persons listed immediately below be and
      hereby are appointed to serve as the initial members of the
      Apache OODT Project:

      * Andrew Hart (ahart@apache.org)
      * Cameron Goodale (goodale@apache.org)
      * Chris A. Mattmann (mattmann@apache.org)
      * Dan Crichton (crichton@apache.org)
      * David Kale (davekale@apache.org)
      * David Woollard (woollard@apache.org)
      * Ian Holsman (ianh@apache.org)
      * Joshua Garcia (joshuaga@apache.org)
      * Justin Erenkrantz (jerenkrantz@apache.org)
      * Paul Ramirez (pramirez@apache.org)
      * Sean Hardman (shardman@apache.org)
      * Sean McCleese (smcclees@apache.org)
      * Sean Kelly (kelly@apache.org)

      NOW, THEREFORE, BE IT FURTHER RESOLVED, that Chris A. Mattmann
      be appointed to the office of Vice President, Apache OODT, to
      serve in accordance with and subject to the direction of the
      Board of Directors and the Bylaws of the Foundation until
      death, resignation, retirement, removal or disqualification,
      or until a successor is appointed; and be it further

      RESOLVED, that the Apache OODT Project be and hereby
      is tasked with the migration and rationalization of the Apache
      Incubator OODT sub-project; and be it further

      RESOLVED, that all responsibilities pertaining to the Apache
      Incubator OODT sub-project encumbered upon the
      Apache Incubator Project are hereafter discharged.
=================================

Cheers,
Chris

Brian, thanks for the catch. MY BAD in not including you - you are big time on the initial PMC!!!

I'll update the resolution before I send out the [VOTE] thread (official-one) to general@incubator.a.o and oodt-dev@incubator.a.o tomorrow.

Cheers,
Chris

RE: [DISCUSS] OODT Graduation to TLP

Definitely a +1 from me. I think getting a TLP would go a long way in bringing OODT to the greater open source community.

+1 here for graduation

Being an OG of this project, I am very happy to see how it has evolved over the years and especially happy to see the enthusiasm of the members to move the project forward. In addition, I would like to add a vote of confidence for Chris Mattmann as our VP. He has done an excellent job leading the evolution of OODT here at JPL for the last few years and expect he will do the same for the project under the Apache umbrella.

Hey All,

Here's my +1 for graduation. I'd also like to volunteer to be the release manager for our next release whenever that may be.

Thanks,
Paul

I think another positive to note regarding healthy community is that we have a good spread of contributions from the committers, not just one or two heros. Our first release came as a result of many contributions from everyone on this list. Great job all!
