[PR] fix(rmqctl): preserve existing Unix release archives [rocketmq-dashboard]

## Summary
- Refuse to overwrite an existing Unix `rmqctl` release tarball, matching the ZIP packaging guard.
- Add an executable packaging regression that starts with an existing archive, expects the script to fail, and verifies the original bytes remain intact.
Fixes #7061.
## Verification
- `git diff --check` passed.
- The packaging regression is designed for the Linux CI Go job. Go is unavailable locally, so I will verify the CI result and address any failures.
