Additional ICLA

Two trivial issues with Additional ICLA:

1. Even though the email address is identical to the one on file, the tool sends an LDAP update for the email address.

2. There is no "notify project" button so the mail needs to be manually forwarded to the project.

I'm curious as to the use case?  I thought the use case for an
additional ICLA *WAS* a change of address.  And for that use case,
there was no need to notify a project?
