PID file paths different on starting and stopping using apachectl

Summary: PID file paths different on starting and stopping using
                    apachectl
           Product: Apache httpd-1.3
           Version: 1.3.27
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: core
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: jacob@keystreams.com

Not sure if this is a bug or a feature but...
In httpd.conf I changed the path to the httpd.pid file. When the server starts
the file is created and everything works. When I attempt to restart or stop
the server it errors out saying "httpd (no pid file) not running". This causes
a problem mostly on restart since another instance of Apache springs up. I
edited the apachectl file to point to the same file as in httpd.conf and the
server now stops and restarts properly. It seems unlikely that this
configuration setting should need to be changed in 2 places.
