[I] fix: distinguish unavailable Consumer Group subscriptions from an empty result [rocketmq-dashboard]
Aias00 opened a new issue, #1251:
URL: https://github.com/apache/rocketmq-dashboard/issues/1251
## Problem
`RocketMQMetadataProvider.getGroupSubscriptions` catches broker/admin failures and returns an empty list. The Consumer Group detail view cannot distinguish an offline group with no subscriptions from an unavailable runtime diagnostic path.
## Proposal
Return a structured 502 error for the diagnostic request failure. Preserve an empty list only when the broker successfully reports no subscriptions.
## Scope
Track 1 runtime diagnostic failure semantics. This is intentionally combined with #1249 in one focused provider-level PR because both change the same failure contract and test class.

## 🤖 AI Assistant Analysis (Corrected)
**Category:** `bug` | **Status:** Confirmed | **Severity:** medium
After reviewing the issue details, this is a valid bug fix proposal.
**Problem:** `RocketMQMetadataProvider.getGroupSubscriptions` currently returns an empty list for both "no subscriptions" and "runtime unavailable" cases, making it impossible for the Consumer Group detail view to distinguish between an offline group and a diagnostic failure.
**Proposed Fix:** Return a structured 502 error for diagnostic request failures while preserving empty list only when the broker successfully reports no subscriptions.
**Assessment:** This is a well-scoped fix that improves error reporting correctness. The change is isolated to the provider-level failure contract and should not break existing functionality.
