lists StartTest.class as a file with an unclear license. Either the license
needs to be checked to be compatible with the requirements of an Apache project
release or the binary file needs to be removed altogether.

Even though the source file for the binary has already been re-licensed to AL2
the existing binary has been created from the older source and it is not in the
SGA part for binaries.

As there
- are no in-tree users
- there are no benefits from having the binary itself in the repository
- the file could be recreated rather easily from the source
the easiest solution is to remove it from the repository.
