[lang] Exception handling

I have updated the exception handling across [lang] re NPE and IAE.

Only NPEs now are from ArrayUtils.toPrimitive(), whose purpose is to throw
an exception if null is found in the array. So I don't want to change it
especially.

We also need to ensure that new code follows the guidelines ;-)
