I'm able to reliably reproduce this on a Galaxy S3 running Android 4.4.3.
For me the most reliable way to reproduce it is to record a video using the media-capture plugin, then hit the play button to watch the video back. On the S3 when you then save a video it will restart the app, if you don't want the video back then it behaves itself. I've not been able to reproduce this on any other test device.
