   Github ratelimits access to their API service. Anonymous API requests
   from shared infrastructure (like travis ci) are often rate limited. We
   use the API service to fetch individual files. That can just as easily
   be done using the raw.githubusercontent.com endpoint, and it avoids the
   API rate limits.
