[validator] Bug 18689

Hi, 

I noticed that lot's of refactoring, etc is going on with regard to Validator....  Could whoever's doing that take a look at the following bug and just see if any of the "refactoring" patches attached are useful - perhaps save you a little work.  (The later patches are appropriate to the "Enhancement category" - a situation of too much assocaited with one bug report :)
