Log:
Closing file-handle-cache branch since we won't use this approach.

Keeping (many) file handles on repo files open indefinitely causes
all kinds of problems with the OS (resource exhaustion) and other
SVN operations (can't remove / rename repos etc.)

For future FSFS improvements, a different path (prefetching) will
be taken.
