[PR] Feature/614 GitHub cache for Conan and ccach (celix)
PengZheng opened a new pull request, #628:

This PR addresses #615 and part of #614 by add Conan cache support.
Apt cache is doable, but the need is not urgent now.
It is still unknown how brew cache should be implemented.
