This change will result in a break in bugward compatibility if this problem
existed in the previous release of Velocity Tools.  In either case, I'd lean
towards moving to the documented behavior as suggested by Thoralf.

Thoralf, what version did you detect this deviation from the JavaDoc in?  Does
the online documentation -- if any -- for the tool contain a claim similiar to
the JavaDoc?
