[VOTE-RESTARTED][RESULT] Release Apache Tomcat Native 1.2.4

As per the discussion on the release thread, I will update the 1.2.4
binaries to include the openssl.exe binary from 1.2.3 before release.

Thanks to everyone who tested this and apologies for having to restart
the vote. The updates to the scripts/instructions should mean that won't
happen again.
