   I'm not sure what the GCP hooks do, but elsewhere in Airflow we don't create the hook until `execute()` of the operator as often creating a hook initiates network connections. Does this apply here too?
   
   (Commenting here as this was recent, not that this PR affected when we instantiate the hook)
